City Requires Permits for Residential Roof Replacement Work

The City of New Orleans remains committed to supporting homeowners as they face rising insurance costs and prepare for future storm-related damage. As part of that commitment, Ordinance 30,235 MCS now requires a separate residential re-roofing permit for any roof replacement work affecting 50 percent or more of the roof on one- and two-family dwellings. Minor roofing work, defined as less than 50 percent replacement, is exempt from permitting unless it meets other criteria that would otherwise require a permit.

This policy is intended to help homeowners qualify for reduced insurance premiums by providing a formal, independent record of completed roof replacements. Following best practices and aligning with the adoption of the 2021 International Building Code, the ordinance reflects the City’s broader effort to assist residents during the ongoing insurance crisis.

In historic districts, the process also ensures that necessary sub-permit approvals, such as a Certificate of Appropriateness from the Historic District Landmarks Commission (HDLC), are secured before work begins and that proposed work complies with local design guidelines. The inspection process will be streamlined by allowing geotagged digital photos to be submitted at the critical stages of installation.  This initiative is designed to be supportive and homeowner-focused, not burdensome.

The ordinance was publicly noticed, discussed in open meetings, and adopted through the City’s standard legislative process. The routing pathway for residential re-roofing permits is being finalized, with final adjustments expected by close of business Friday.

Outreach efforts will focus on licensed general contractors and may include open houses and other educational opportunities. Public-facing messaging will also be shared via the Department of Safety and Permit's Facebook, Instagram, X (formerly Twitter), and other platforms. These efforts will be coordinated to ensure consistent and accessible communication. Residents and contractors are encouraged to follow the Department of Safety and Permits on these platforms for updates on upcoming events.

The City will continue to compile data on residential re-roofing permits in order to refine and improve the process over time.

Homeowners and contractors are encouraged to view the residential re-roofing permit requirement as a protective measure, not one intended to delay work, but a tool that empowers families to document essential home improvements and reduce long-term housing costs.
